Why can't I clear or set the Read Only attribute checkbox on a folder?

Folders do not have a read only attribute. Only files have a read only attribute.

The read only checkbox is displayed in a folder's properties window to allow you to easily set the read only attribute of all the files inside of that folder.

Although the read only checkbox appears to be "checked", it is actually in what is called the indeterminate state, signified by it containing a square block instead of a checkmark.
